Uganda Development Corporation plays a central role in promoting and facilitating Uganda's industrial and economic development. Its work involves strategic investments, partnerships, and projects whose legal documentation must be reviewed carefully and managed consistently.
For legal teams supporting such a mandate, recurring document review and compliance work can consume the time needed for complex legal analysis and institutional decision support. UDC engaged Otic to help its team move from general awareness of artificial intelligence to the practical ability to build and use agents within its Microsoft environment.
The challenge
UDC's legal team worked through significant volumes of documentation and recurring legal processes. Activities such as contract review, tracking obligations, and monitoring compliance required careful attention but also contained repeatable steps that could be supported by properly governed AI agents.
The requirement was not for an external team to impose a black box solution. UDC wanted its own professionals to understand how agents are designed, grounded, tested, and managed so that the capability could remain inside the institution.
The intervention
Otic worked with five legal professionals and one IT professional in an applied agent-building programme using Microsoft Copilot Studio. Participants developed working agents around real legal workflows, including contract review and compliance tracking, while learning how to structure instructions, connect approved knowledge, and test responses.
Bringing legal and IT staff into the same programme created an important operating bridge. Legal professionals provided workflow knowledge and understood the risks attached to interpretation while IT supported the technical environment and deployment requirements.
From training to working tools
The engagement progressed beyond demonstrations. Participants built agents that were deployed and adopted for use in recurring work. Human review remained essential: the agents supported document analysis and information retrieval while UDC's professionals retained responsibility for interpretation, advice, and institutional decisions.
This approach created two forms of value. It reduced friction in repeatable legal tasks and it established an internal capability to improve and govern agents as requirements evolve.
