Uganda’s AI future requires infrastructure as well as applications

Artificial intelligence is often discussed through models and software. But no country can build a durable AI economy without the infrastructure beneath them: computing capacity, resilient systems, secure data environments and people able to build and operate the technology locally.

Otic has joined NVIDIA Inception, a programme designed to support technology companies as they develop and scale.

Strengthening a national infrastructure mandate

Otic’s mandate is clear: advance sovereign, on-premises, and private AI infrastructure for Uganda.

Sovereign capability is not simply about locating hardware within national borders. It requires deliberate choices about data governance, operational control, cybersecurity, skills, workload demand, energy, connectivity and the institutions that will use the infrastructure productively.

Why local AI infrastructure matters

For regulated and strategically important sectors, local and private AI infrastructure can offer several advantages: greater control over sensitive national and enterprise data; lower latency for suitable local workloads; more options for private and on-premises deployment; stronger resilience and operational autonomy; and local capability to build, deploy, and maintain enterprise-grade AI systems.

The case for infrastructure must still be demand-led. Compute investment should follow validated workloads and measurable productivity needs across sectors such as financial services, agriculture, academia, industry and public institutions.

From proven applications to infrastructure demand

Otic is approaching infrastructure from the application layer upward.
