Moving AI from isolated projects into national implementation
Uganda's Fourth National Development Plan, covering FY 2025/26 to FY 2029/30, provides a national framework for sustainable industrialisation, inclusive growth, employment and wealth creation. Delivering a plan of this scale requires coordination across ministries, departments and agencies, as well as stronger use of data and technology across public services.
As government stakeholders prepared for implementation, the National Planning Authority convened a two-day cross-ministerial engagement to examine how emerging technologies could strengthen delivery.
The strategic question
The central question was not whether government should adopt AI as a trend. It was where AI could improve implementation, coordination and service outcomes—and how those applications could be governed responsibly.
Different MDAs manage different mandates, datasets and citizen interactions. Without a shared understanding, AI initiatives can become fragmented, duplicative or disconnected from national priorities.
Otic delivered training within the two-day stakeholder workshop, publicly framed as Forging Uganda's Cross-Ministerial Ecosystems for NDP IV Success. The sessions helped participants explore practical applications of AI in planning, public service delivery, institutional knowledge, reporting, coordination and decision support.
The engagement also encouraged participants to look beyond isolated tools. Effective public sector adoption requires alignment between use cases, data readiness, human capability, governance and the outcomes defined by the national plan.
The outcome
The workshop helped establish a shared starting point for conversations about AI in NDP IV implementation. It exposed government stakeholders to practical opportunities and responsible-use considerations, supporting the wider shift from technology awareness toward coordinated institutional application.
