Strengthening the educators who prepare Uganda's health workforce
Health Tutors' College Mulago has trained health tutors and clinical instructors for decades. As Uganda's only Health Tutors' College, its influence extends beyond its campus: itd graduates help educate the nurses, clinicians and other health professionals on whom the country's health system depends.
Artificial intelligence presents a dual challenge for institutions such as HTC Mulago. It can help teaching staff prepare learning materials, conduct research, design assessments and manage administrative work. It can also be misused by learners in ways that undermine original thinking, fair assessment and professional formation.
In a consultative engagement organised by the Ministry of Education and Sports, Otic worked with the college to address both sides of that challenge.
More than 30 teaching and administrative staff participated in a three-day workshop held in late January. The programme focused on practical application, institutional judgment and responsible adoption rather than technology for its own sake.
Participants explored AI-supported lesson planning, assessment design, research, administrative productivity and student support. They also examined academic integrity, disclosure, verification and approaches for responding when student work may have been generated or materially shaped by AI.
From detection to better educational design
No automated detector can establish AI use with complete reliability. The programme therefore moved beyond a narrow "catch the learner" approach. Staff considered how assignment design, oral defence, process evidence, reflective work and clear disclosure expectations can make learning more authentic and reduce dependence on unreliable detection tools.
This is particularly important in health professions education, where competence, ethical judgment and accountability cannot be outsourced to a machine.

Established in 1969, it operates under the Ministry of Education and Sports is affiliated to Makerere University through the College of Education and External Studies.
